职位描述 Job Description

As the first HR leader of the company in the Los Angeles region, you will lead the team building and organizational capability development of the Los Angeles subsidiary from the ground up. You will be fully responsible for talent acquisition, administrative operations, compliance management, and coordination with headquarters, supporting the company’s business launch and rapid growth in the U.S. market.

【Responsibilities】

I. Subsidiary Setup and Team Building

Assist headquarters in establishing the Los Angeles subsidiary and lead the team-building process, including talent planning, recruitment execution, onboarding management, and the full cycle.

Develop and dynamically adjust recruitment plans based on business development needs to ensure timely hiring for key positions and the rapid formation of an efficient, stable local team.

Develop and maintain local and cross-border recruitment channels in the U.S. (e.g., LinkedIn, Indeed, industry headhunters) to establish a sustainable talent supply system.

II. HR and General Administration Management

Oversee the daily administrative operations of the subsidiary, including office environment management, asset procurement, and general administration to ensure smooth and efficient operations.

Establish and improve the HR and administrative management systems for the Los Angeles subsidiary, covering recruitment, training, performance, compensation, employee relations, and ensure implementation.

Serve as a promoter of culture and policies, ensuring the company’s values and headquarters’ guidelines are effectively upheld within the overseas team.

III. Compliance and Risk Management

Develop a deep understanding of and ensure the subsidiary’s operations comply with U.S. federal and California (particularly Los Angeles) labor laws, employment standards, and industry regulations.

Handle compliance matters including employee visas, payroll taxes, labor contracts, and dispute resolution to effectively control employment risks.

IV. Headquarters Coordination and Resource Alignment

Maintain efficient communication with headquarters HR, finance, legal, and business departments to ensure smooth information flow and timely resource sharing.

Provide headquarters with local HR strategy recommendations based on U.S. market characteristics to support the company’s business expansion in North America.

V. External Relationship Management

Build and maintain strong relationships with local government, industry organizations, partners, and professional service providers (law firms, accounting firms, etc.) to enhance the company’s brand image in the U.S.

任职要求 Requirements

1.Education: Bachelor’s degree or above, preferably in Human Resource Management, Business Administration, Law, or a related field.

2.Experience in the U.S.: At least 5 years of study or work experience in the U.S., with a strong understanding of U.S. workplace culture, recruitment markets, and employment environment.

3.Industry Background: At least 3 years of HR management experience in financial institutions such as investment banks, securities firms, asset management companies, or fintech firms is preferred.

4.Startup Experience: Proven hands-on experience in setting up a company or building a new team from scratch, with a solid understanding of the pace and key milestones of HR and administrative work in early-stage companies.

5.Resources and Networks: Access to local U.S. talent pools and recruitment channels, especially in the finance and technology sectors, with the ability to quickly reach target candidate groups.

6.Professional Competence: Familiarity with all HR functions (recruitment, training, performance, compensation, employee relations) and deep knowledge of U.S. and California labor laws.

7.Core Competencies: Strong communication and coordination skills, interpersonal sensitivity, problem-solving abilities, and resilience; results-oriented, highly responsible, with an entrepreneurial mindset and strong interpersonal skills.

8.Public Relations and Collaboration: Strong government liaison and business communication skills, capable of representing the company in building long-term, stable relationships with external organizations.
